Some criminal groups who used children to fulfill their evil plans will used juvenile act as their shield. as observed,  this law has been abused over the years since it was created. There is nothing wrong  with the implementation of reducing the age of criminality as long as it is in line with the due process of law. Even the BIBLE requires to discipline children in Proverbs 23:13-14 Do not withhold discipline from a child; if you punish them with the rod, they will not die. Punish them with the rod and save them from death.
